Privacy concerns regarding mandatory digital identification (PDT) for football fans
From the 2028/2029 season, the KNVB intends to make ‘Personal Digital Access’ (PDT) mandatory to more effectively combat ticket abuse in football stadiums.
To achieve this, supporters must complete a mandatory one-time digital identification by scanning their identity document via an app.
However, recent research raises significant privacy concerns, as an excessive amount of sensitive personal data is being read during this scanning process.
In some cases, the application records unnecessary information such as driving license categories and even the strictly protected Citizen Service Number (BSN).
Privacy experts warn that this broad data collection directly conflicts with the fundamental principle of data minimisation under the GDPR.
This is generating increasing social resistance and critical questions regarding the proportionality of this mass identification for innocent football supporters.
